The City of Eleven Foundations
The rain reached the receiving cisterns as dust.
For weeks, heat had bleached the solarpunk terrace's white ceramic walks and tightened the soil beneath its planted roofs. The linked reservoirs stood low enough for bottom floats to show through gauge glass. The terrace sat below the biopunk filter outlet and above the river works. First drops ticked on photovoltaic-blue canopies. Leaves and pale gravel detained those beads, but the cloud over the basin had turned noon light the color of slate.
Across the basin, eleven districts descended in wedges toward a river. Color sharpened wherever one foundation met another. Warm gold stopped at pearl enamel. Sea-glass teal ended against soot-black steel. Oxide red faced verdigris copper across a service alley. Ochre sandstone met pale limestone along a joint too narrow to hold a fallen coin. Blue-violet roofs crowded close to green and amber glazed tile without sharing a gutter. At the low center, board-marked concrete carried red, yellow, and cobalt bands down broad ramps to flood doors that had not opened in years.
Water began to disclose what color concealed.
Higher on another wedge, it ran onto layered eaves, then down chains into dry plinth channels beneath vermilion timber columns. The halls there stood above linked courtyards on dressed stone. Their mortise-and-tenon frames bore weight through dense sets of interlocking brackets under the eaves; their lower screens rested in grooves from which they could be lifted. Runoff crossed the first court, dropped a shallow step, and vanished into a radial drain.
On the basin's high shoulder, rain darkened old silt stripes in Egyptian settling basins. The steps rose between battered sandstone walls whose inward slopes thickened toward their foundations. Empty water marks showed how grit had once descended from terrace to terrace before reaching the lapis-and-turquoise channels below. A second radial drain carried the new brown trickle beneath them.
Below those basins, rain glossed Greek stoas, following their slight fall. Blue-green channels ended behind stylobate plugs. Beyond, Gothic gargoyles fed grilles over deep cisterns beneath colored glass. At the marked working level, a low throat crossed each downhill wall into a dry masonry channel ending above the biopunk beds. Flying buttresses stepped across gravel-footed lanes.
Elsewhere the storm struck newer surfaces harder. It drummed on copper boiler courts, flowed past brass gauges, and pattered through pipe galleries above reciprocating lift pumps. Their intake descended to the central undercroft; their discharge ended at the high Egyptian basins. Rain slicked the painted-over teeth of a disused coupling where the copper district touched the steel sheds below. Beyond that joint, an elevated compression engine turned a black flywheel, driving a discharge pump nearer the river.
Rain made cyan and magenta pressure strips shine against matte composite walls. Those passive bands followed sealed utility conduits into the cyberpunk foundation, then disappeared under a district of grown cellulose ribs and leaf-green membranes. There, root rafts filled cavities between soil and structure. Dry reed galleries and cream-colored fungal beds waited above the ordinary watercourse, their outlet lip sloping toward the solarpunk cistern mouths below. Moisture thickened the outer fibers of the roots, as moisture always did.
A pneumatic carrier passed through a raypunk freight tube with a diminishing rush. The lower shutters clapped closed behind it. High above pearl canopies, pressure-balancing shafts exhaled through amber fins. At the center, the brutalist court remained almost dry beneath its coffered roof. Its undercroft lay empty behind flood doors, a low gray volume held between shear walls and caissons driven deeper than the foundations around it.
Beneath all eleven districts, the radial drains entered one service ring. At each border, a high-water float actuated a linkage that dropped a bulkhead closed; the gate had to lift to reopen. The bulkheads had protected foundations from small backflows, pipe fires, and neighboring spills. On maintenance plates beside them, worn tool arcs ended at cleanly painted boundary lines.
Then the cloudburst covered both the city and the short valley upstream. The separate trickles became eleven loads delivered to the same buried ring.
At the river, branches came down broadside in the surge. They tangled against the dieselpunk outfall screen, caught roof grit, reeds, and a rolling burden of silt, and flattened into a dense mat. The check gate swung inward against its stop.
It had closed correctly. That correctness sealed the only low exit from the city.
The discharge pump pulled against the blocked mouth. Its housing shook, first with a full mechanical beat and then with the dry rattle of cavities forming where water should have filled the impeller. The outlet gauge stopped rising. Above it, the engine continued to drive the flywheel while no water passed the shut gate.
Rain still entered from every slope.
In the buried service ring, the first high-water float rose until its linkage dropped a sector bulkhead. Iron met its sill with a concussion carried through concrete. Backflow stopped at that border. The next pulse, denied the volume beyond, climbed higher in the adjoining compartment. A second float rose. Another gate fell. Closures traveled around the basin—not together, but according to eleven different rates of runoff.
The ring lost its equal waterline. It became a necklace of sealed chambers, some holding air above a rising surface, some already running full. Every incoming drain added height to one compartment and force against the gates on either side.
In the cyberpunk wedge, cyan pressure strips brightened beside the sealed service floors. Magenta followed, lengthening upward along the utility risers as pressure bowed membranes behind them. The light came from compression changing the strips’ physical response; it interpreted nothing. Yet it made the hidden condition plain. The outfall gauge at the river remained fixed while, farther and farther uphill, colored bands showed a head of water still rising.
The first boundary had been protected. The shared foundation had been divided into eleven pressure vessels.
The matte composite foundation absorbed almost nothing. Waterproof faces turned the trapped surge sideways until it found the annular gap around a utility sleeve. Water knifed through that small opening and entered the softer ground beneath the biopunk district.
The root rafts were built to spread ordinary rain. They took water into layered fibers, thickened, and pressed more firmly into the soil that supported the grown ribs above. In a season of measured flow, that swelling closed erosion paths. Under the sudden buried surge, it narrowed the only remaining throat. Fine roots packed against the utility sleeve. The water behind them rose faster.
One cyan strip became solid light. A magenta length reached the underside of a cantilevered block.
Pressure worked past the root mass through gravel seams and struck the Egyptian foundation broadside. The battered walls carried the lateral push into their thicker bases. The stone yielded so little that the force changed direction. Muddy water spread along the base, searching, until it found the prepared sand and rubble beneath the neighboring Greek stylobate.
The first effect in the Greek court was dry.
A thread of white dust spilled from the edge of one column base. The open rills held only rainwater, but the saturated bed below had begun to lose its even bearing. Pressure raised one end of a paving slab by the thickness of a leaf. The next slab stayed down. Along the stoa, a line of pale columns that had been straight enough to vanish in perspective now showed one broken interval.
Another bulkhead fell beneath the central court.
The closure sent a blunt pulse backward. Greek drain plugs shivered in their sockets. The Egyptian mass held, the swollen roots tightened, and the sealed composite walls admitted nothing. Each sound foundation passed the excess to a joint less able to refuse it.
The shifted column remained standing. Its misalignment was nevertheless the first wound the storm wrote above ground, in a court whose own floor was scarcely wet.
The next pulse crossed beneath the Greek compartment and tore gravel from around the nearest Gothic buttress feet. The narrow lanes filled at their edges as gargoyles poured through the rain. Below the grilles, the vaulted cisterns still had room; the closed sector gate kept the foundation pressure from reaching them. They could accept falling water from roofs but not the trapped water lifting from beneath.
One buttress settled outward. The stone moved less than a finger’s width, but the movement altered the lateral thrust it had been built to carry. Inside the tall hall, a blue pane threw its reflection at an angle across the black floor. Violet light narrowed along one rib and widened along the next.
At the Chinese-derived halls, the same ground movement traveled differently. One stone plinth dipped as fines washed from beneath it. A vermilion column descended with the plinth; its tenoned beam shifted within the joint instead of splitting, and the layered dougong above redistributed the small change beneath the wide eave. Green glazed tiles chattered, settled, and held their overlapping courses.
The timber frame had room to accommodate motion. The soil did not. Brown water appeared at the lower edge of a dry plinth channel and carried pale grains into the stepped courtyard. A screen bowed where its sill no longer sat level. The primary columns remained vertical enough to bear, while the foundation continued to lose material.
Across the basin, capacities stood isolated from the loads they might have relieved. Water entered the steampunk boiler court above the hubs. It hissed against iron doors, drowned the lower fireboxes, and quenched the pressure that should have powered the reciprocating pumps. Their rods stopped at uneven heights. Brass gauge needles sank.
The diesel engine remained dry on its elevated frame. It could supply torque, but its shaft still drove the useless discharge pump at the blocked outfall. Between the two districts, the old coupling teeth were hidden under several skins of green and red paint.
In the raypunk district, compressed air had nowhere to go. Water entered the lower ring while the freight-tube shutters remained closed above it. Each rising pulse squeezed a pocket of air into a shorter length. When the pocket rebounded, the shock struck pipe brackets and bulkhead faces. Glass-block towers trembled in their mortar. High pressure shafts, built to vent the freight system, stood cut off from the ring by those lower shutters.
The central undercroft remained empty. Its flood doors divided the rising ring from enough gray volume to blunt the peak, but their locking pins were still seated. Along the descending surface route, the solarpunk cistern gauges still showed unused depth above the river works. Rain collected slowly in planted terraces, detained among stems and gravel, while the low city filled faster beneath the ground.
Occupation withdrew along the slope. Lifts stopped with their cars above the lowest landings. Fire doors stood propped along upward routes. Laundry lines emptied; carts and benches disappeared from courts; loose screens were taken from the paths of water. Window light went dark first beside the river, then in climbing rows. Chalk marks appeared above wet thresholds. Tool chests stood open at service hatches, their contents no longer arranged.
No crowd remained in the architecture’s lowest rooms, but evacuation changed no load below them.
At three places, the danger was visible. Colored glass remained skewed above the scoured Gothic footing. The Greek column line broke the eye at its displaced base. Under the brutalist court, cobalt and yellow paving bands rose in a shallow ridge over the crown of the service ring.
The ridge climbed with the next hammer stroke.
Keeping the sector gates closed would preserve dry galleries, polished floors, and the empty central undercroft for a little longer. It would also keep every rising compartment narrow enough to tear at its neighbors. If the ring crown split, pressurized water would scour outward below all eleven foundations, beyond the reach of any open court or settling stair.
The alternative could be read in the city’s levels.
The undercroft lay below the ring crown behind doors designed to flood. Raypunk shafts rose above every expected waterline. The diesel flywheel aligned with the steampunk pump shafts. Egyptian basins received the route's only lifted water. Greek floors fell into Gothic cisterns and Chinese-derived courtyards along separate branches. Below their reunion, the biopunk outlet stood above the solarpunk receiving cisterns; both remained above the river works. The reservoirs had capacity because their terraces were still delaying the rain.
The route existed, but only as disconnected fragments. Connecting it would put river mud into the central undercroft, silt onto ochre stone, water across white plaster, a dark line on basalt, and pressure against timber screens. It would load reeds and fungi with every fine particle the settling steps missed. It would exchange the possibility of pristine interiors for certain damage.
The first changed object was a broken warning seal beside the brutalist flood doors.
Locking pins came out of their sockets and appeared stacked on a ramp above the rising ridge. A wet wrench lay across a gate housing. Lower freight shutters stood open beneath the raypunk tubes, their release handles left down. The painted skins over the border coupling had been cut away, exposing toothed steel. At the Greek stoas, stylobate plugs rested on folded cloth. Gothic cistern grilles leaned against walls. The lowest timber screens had been lifted from their grooves where they could be saved; others, already bound by the shifted plinths, remained in place. Spill panels between the stepped courts stood propped open.
These were not automatic responses. The floats had closed the gates. The new arrangement bore the marks of tools and many passages through the rain.
The cobalt ridge rose again. A paving joint opened and released a thin line of brown foam.
Then the central flood doors swung inward, and the first sector bulkhead began to lift.
The brutalist undercroft took the released surge.
Water struck its back wall hard enough to climb the board marks, then spread across the broad floor. The empty volume converted height into width. Shear walls received the first lateral blow; deep caissons carried the shifting load below the softened surface layers. Mud covered the lowest red wayfinding band. A maintenance cabinet tore loose and lodged against a ramp, but the ring crown stopped rising.
The release also drove trapped air ahead of it. With the lower raypunk shutters open, compressed air entered the freight tubes and climbed the pressure-balancing shafts. Glass blocks fogged from within. Air burst above the flood line through amber fins, shaking rain from the parabolic canopies. One last hammer stroke rang through the lower brackets. Then the pockets had an upward path, and the following pressure arrived as a long push rather than a blow.
At the industrial border, the diesel engine changed work. The shaft to the blocked discharge pump had been disengaged; oily teeth stood motionless over the jammed outfall line. Across the service alley, the exposed coupling joined the black flywheel to the steampunk transmission. There was no elegance in the fit. Old tooth faces struck, slipped, caught, and shed flakes of paint. Dark iron rods began moving in the flooded copper pump house.
The reciprocating lift pumps drew mud-heavy water from the buffered undercroft. With every stroke, valves opened and shut in physical sequence. The dry engine labored under the added load. Its orange flywheel mark slowed enough to become a succession of arcs. In the copper district, drowned boilers stayed cold while pump rods rose under borrowed torque.
The pumps' sole lifted discharge reached the high Egyptian basins with the force of a broken gutter. It hit the upper step, threw brown water against turquoise faience, and spread between the battered walls. Those walls took the new lateral load through their thickened bases. At each drop, the current broadened and slowed. Branch grit accumulated first; coarse sand followed in crescent bars. The water crossing the lowest ochre lip remained cloudy, but it no longer carried stones large enough to scar a pump valve or jam an open rill.
Pressure strips still burned solid in three cyberpunk service levels. Rain continued entering the ring faster than the first pump strokes lifted it. In the brutalist undercroft, mud reached the yellow band.
From that high settling head, clarified overflow descended across the Greek border. The removed stylobate plugs had exposed the ends of two channels. Water entered the subtle grades of the stoas and divided, half curving toward the Gothic lanes, half toward the timber-framed courtyards. The split reduced the thrust on the already displaced paving. White plaster darkened along both rills. At the shifted column, water passed on either side instead of striking the weakened base. Its broken perspective did not worsen.
The first branch descended through the Gothic gargoyle channels and poured through open grilles into deep cisterns. Vaulted chambers stored the leading surge, transferring its weight rib by rib into piers. Basalt lower courses acquired a black-brown tide line. As the water rose, pressure beneath the scoured buttress compartment fell. At the marked working level, the branch entered the low throat in the downhill wall, passed through a falling masonry channel, and emerged above the biopunk beds. The blue pane’s reflection crept closer to its old angle.
The second branch crossed raised stone plinths through the opened channels of the Chinese-derived district. It dropped from one courtyard to the next under deep layered eaves. The flow found a lower screen trapped in its warped groove, bowed the lattice, and broke it free. Timber fragments traveled only as far as the next stone sill. Above, mortise-and-tenon joints admitted small rotations without surrendering the beam ends, while dougong sets spread altered roof loads across adjacent columns. Water stained the plinths. Green and amber tiles continued shedding new rain into the same controlled path. The frame kept its primary geometry while accepting the loss of what had been made to yield first.
At the beds, Gothic masonry outflow met the Chinese-derived courtyard branch. Reed stems bent flat under the initial flow and rose partway when it passed. Root mats that had constricted the buried surge now held the opened soil along the surface route. Water spread through cream fungal layers and permeable membranes. Fine silt lodged among fibers; the beds darkened from leaf green to wet umber. Their pores narrowed as material accumulated. The lift pumps had to slow, or the water would overtop them before filtration could occur.
The diesel flywheel lost another measure of speed. Mud climbed above the yellow band in the central undercroft. Along the cyberpunk foundations, magenta pressure remained high beside two sealed utility sleeves. The whole sequence balanced on rates that no single district could absorb.
But the raypunk shafts continued venting, so the slower strokes did not trap another hammer. The undercroft continued spreading each pulse. Grit kept settling on the Egyptian stairs. The two Greek grades kept flow away from the shifted column. The Gothic vaults and stepped timber courts gave the filters time by storing and stretching their branches.
At last, water emerged from the biopunk beds with only a pale haze. It crossed the outlet lip and descended through open receiving lines. The first solarpunk cistern received it below its lowest gauge mark. Linked reservoirs passed the rise from one white ceramic chamber to the next. Overhead, planted terraces were only then beginning to release their detained roof water. Their delay left room for the filtered flood descending from above.

Then another did.
Sector by sector, the buried head fell. Magenta retreated from the cantilevered service floors. Waterlines met across the raised bulkheads instead of battering them from opposite heights. In the brutalist court, the brown foam at the lifted paving joint thinned and stopped. The ring crown held beneath the ridge.
The Gothic buttress did not return to its former bed, but it ceased moving. Colored light steadied on the wet floor. The Greek column stayed fractionally out of line, fixed now against a level that no longer changed. Through the timber halls, the chatter of glazed tile became only the sound of rain.
On the receiving terrace, cistern gauges rose into their clear tubes.
The river took longer to fall than the rain. When its surface finally dropped below the outlet mouth, the check gate eased from its stop. The branch-and-silt mat remained packed over the screen, now reachable from the bank but not yet cleared. Nothing about that delayed repair had saved the city. Survival already showed in the route of the mud.
It striped the brutalist undercroft to the height of the yellow band. It filled corners behind the shear walls and dried in the board marks. The Egyptian basins held bars of grit on every step. White stoa floors carried brown edges. Gothic basalt kept a tide line below the colored glass. Several timber screens were missing, and one stone plinth waited above a void to be packed and pinned. The biopunk reed beds lay bent beneath the silt they had caught. Their living fibers would grow or fail according to ordinary light, water, and repair; the clogged sections were cut out and replanted.
Repairs did not erase the storm’s diagram. The Greek column base was reset, but a narrow bronze line marked its displaced position. New grilles over the Gothic cisterns could be lifted without breaking paving. The courtyard spill panels were rehung above fresh stone channels. At the industrial border, the coupling remained bare and accessible under a jointed cover instead of paint. The raypunk shutters acquired external release bars. In the service ring, bulkheads were reset to rest raised over low equalization slots until high-water floats actuated and dropped them closed.
Most visible were the seams across the borders. Narrow spillways interrupted colored bands without smearing them together. Cobalt concrete still met sea-glass enamel cleanly. Ochre stone still ended at pale limestone. Vermilion timber still rose above its own gray plinths, distinct from the black basalt beyond. Only the routes for shared pressure crossed.
Shutters reopened downslope. Ventilation stirred damp curtains behind windows. Lift rails shone with new oil. Fresh footprints passed through the drying Greek court, vanished on dark stone, and appeared again as mud on a repaired plinth. Warm squares of light returned to the basin after sunset.
At one boundary, a thread of rain descended a green glazed tile, entered a newly cut channel in the raised stone, and crossed through a bronze-lined joint into the pale rill beside it. A small wet footprint overlaid the seam. The water kept both colors in its reflection as it moved on.
